While this is an excellent song and X does it justice, it is but a cover. The original artist and writer is Dave Alvin, but he does play guitar on the version by X.

What the hell is this song suppose to be about? It makes no efing sense. What the hell do mexican kids have to do with it?
The song is about a guy who lives in an apartment house, its the fourth of July and he isnt happy in his relationship. Since it is the fourth of July and he lives in an apartment house (There is a mexican family also living there) there are fireworks being shot off in the parking lot and he is having a cigarette on the porch. Not all that hard to figure out. Check out the original video on you tube. It's an amazing song by an amazing songwriter (Dave Alvin). Dave and his brother Phil formed The Blasters before Dave went off on his own and joined X.
I would add that the girlfriend in the story is a whole lot unhappier than he is. Oh, and the Mexican kids shooting off the fireworks is there for a heavy sense of irony, as SoCal (where X and the Blasters came from) was more or less taken from the Mexicans by the US govt.
it's about independence day - not necessary the 4th of july in the literal sense since the mexican kids are lighting fireworks below (mexicans celebrate independence day on september 16th). his woman doesn't love him anymore, he's spending his time on the stairs alone, and he has decided to leave her.
actually he hasn't decided to leave her, he's setting her free - since all she does is sit around and cry, he's telling her to quit crying because she's free to leave...
even if it is a cover, no ONE could ever sing this as good as John Doe.. great voice!
To me this song is about relationships and how it is a struggle and lots of work to stay happy with your other.So he is out on the stairs having a smoke because he is bothered that his girl "cries in the dark"and wont answer when he calls out her name.While the Mexicans kids are having a blast on the 4th of july. He is bothered that she is unhappy.So on this great holiday he doesn't want it wasted ,dry your eyes and walk outside and just watch while we embrace.Its the "4th of July".

It's a great song because so much is unsaid and left to the listener's imagination. What happened? The bridge makes it clear that some unstated event caused the relationship to deteriorate. And what is the relationship? A marriage? What exactly is the "lost side of town"? The wrong side of the tracks? It's the 4th of July, come out and let's rejoin the world. But the song doesn't give one the feeling that it's gonna happen. She'll sit in the dark, he'll sit outside and smoke. They "stopped trying so long ago", but they're both still going through the motions. It's a great song. That's my interpretation.
David Alvin was IN the band X and wrote this song for an X album ("See how we are"). It's the only song on the album not written by John or Excene.
