This song is about Beren waiting for his love Lúthien in the halls of Mandos after his death. Their bond was so strong that when Beren died, Lúthien died as well. This was the one time Mandos allowed anyone to return back to life.

The last verse is where Mandos is moved by Lúthien's song of sorrow (hints the name) and lets them return to Middle-Earth.

If I might, it was the only time Mandos permitted a *mortal* to come back to life as the Elves (like Finrod Felagund, for example) did go back in special cases. =;)

Actually, all the elves were allowed to come back to life after they spent proper amount of time in the Halls of Mandos. Most of them have never left Valinor after that but there were some exeptions. Glorfindel, for example, "died" fighting a Balrog while escaping Gondolin. He was permitted to return to Middle-Earth somewhere around the end of the 2nd and beginning of the 3rd Age.

its not like mandos could decide this on his own, but he was so touched, that he kinda asked eru in his heart about this and eru through the valar gave luthien the choice to stay with beren for a short time or to remain among the immortals, but be forever seperated from him.
mandos says that in the last line, he and no valar for that matter could change the fate of humans like beren, which is to die and leave the world or change the fate of elves like luthien, which is to be bound to the world.
but he probably wouldve, if he couldve.
