in this song, David Bowie rips on Nazis. "Supermen" is a reference to Nietzsche's concept of the "Superman" which influenced Hitler's ideology and the Nazis.

You are both correct from what I understand. Bowie was interested in ufology, the Occult, ancient civilization etc.
Hitlers interpretation of Nietzche's "Superman" was also shaped through his involvement with the Thule Society. These descriptions of a super-race date back to Sumeria, Egypt and the Legend of Atlantis.
