This song is a blend of 2 themes ,, just as "detectives" is about a detective show and Elvis interacting with his GF while watching the show.. This song talks about the modeling industry (this years model) , Chelsea is a modeling center , Chelsea was also the home of the Asylum named "Bedlam" which is where we got the word.

Elvis clearly dislikes the bs and abuses common in the industry.
