I know chapeaux by Dache means a hat by famous French designer Lilly Dache but what exactly does she mean when she says Louis Phillipe's to blame? Was/is Louis Phillipe a famous lipstick manufacturer?
Yes Biff, Louis Phillipe was a brand name for a make up line in the pre-war and WW2 era. They were noted for their various shades of red lipstick.
So what is this song about exactly..... a girl with red hair?
No, she doesn't necessarily have red hair, although that would be a good reason to be named or nicknamed "Tangerine" I guess. Judging by her descriptions and her being well-known in bars throughout Argentina, she is apparently an entertainer or just a woman who makes money by, ummm, being escorted by men. Since she is described as being eyed by caballeros and seņoritas, but not described as a seņorita herself, perhaps she is more European in appearance than most, introducing a racial element to both female rivalry and male attraction. There is also a possIble class issue, as the (blond Anglo) female singer deconstructs Tangerine's appeal by referring both to designers that may be more prestigious, and Macy's, which I think would have been more middle-class at most.

Paula, you are a very perceptive lady. There is more to this story than meets the eye. I am certain though that Tangerine is as much an enigma as the Girl from Ipanema.
The song is about a woman being fake. The guys all think she's first class but if you look down deep into the average clothing labels and cheap accessories she's just another girl. It could also be a woman gossiping saying Tangerine thinks to much of herself. It could be that she and Tangerine are interesting the same men and the singer is jealous.
It's what ever spin you want to put on it.
I think the song is about self love.
