@Groove, that remark in the background is a reference to the homecoming riots that occurred at SCSU and briefly made national news. I've always interpreted the quote as, "Check it out down at Saint Cloud State", as if an offhand comment about the news reports.

@isherwood, those riots happened a year or so after this song was written. St. Cloud State in the mid to late 80's was one of the top party schools in the country. Crue played at the Red Carpet bar in downtown St. Cloud a few times. The bar and the overall area was known for hardcore partying and fights.
