Well, Tom Petty has been known to write songs about drugs. Just because the song says something about underwear and hotels doesn't mean a thing. You just have to figure it out for yourself. Songs are about interpretation. Many lyricists don't just write what they are saying. They expect you to figure it out.

It's about addiction; however you want to look at it. Petty chose the analogy of a fruitless/dead-end relationship that he can't seem to get out of (paired, obviously, with the marijuana connotations). It may make you want to smoke, or make you miss your girlfriend; either way, however, you are missing the point.

So I don't think this song is just about weed, and I don't think it's just about a girl, when I listen to it I think it's Like when I went through a breakup, I smoked up (not a pothead, just enjoy it on a rare occasion) to try and numb the pain. I think this song can carry a double meaning, and it's up to you to decide for yourself what it's about. You can interpret it as a drug song, or a song about a lost girlfriend. I prefer the second meaning, myself.

There's the marijuana connotations, but it can also be about a girl.

First, Mary Jane isn't about weed (which is not a drug, it is a medicinal/recreational plant)although it does make references to it, but that's because Tom Petty wrote it. This song is about making the same choices over and over again and not getting anywhere even when you try to change.
Secondly, Hotel California isn't about drugs OR a whore a house. Its about being stuck inside a mental institution.
